2008 ACTION GOALS

OBJECTIVE: To serve as the development community’s main source of information about planning/environmental
issues and regulatory changes. Keep members updated on growth management and development-related
topics. Serve as a liaison with the development community and state
and local governments.

SMART GROWTH & GREEN DEVELOPMENT

• Work with local government planners to promote the use of ‘smart growth’ and ‘green development’ techniques in planning Volusia’s and Flagler’s future communities
• Educate VCARD members on initiatives and how they can assist the effort

LAND DEVELOPMENT CODES AND  COMPREHENSIVE PLANS

• Interact with local governments as they work to update their comprehensive plans and growth management standards
• Encourage improvements in permitting processes through enhanced land development guidelines

TRANSPORTATION COMMITTEE

• Assist Volusia and Flagler county governments in their quest to carry out necessary road improvement projects
• Assist with the education and implementing of state growth (concurrency) management standards for transportation facilities to serve new developments

ECONOMIC DEVELOPMENT

• VCARD leaders will assist Volusia’s private and public professionals in promoting the County’s business development initiatives
• VCARD members particularly will provide input on ways to improve the land use planning and regulatory processes to facilitate business growth

LOCAL GOVERNMENT LIAISON

• Committees will meet regularly with Volusia and Flagler local governments to exchange ideas relating to planning, permit review, growth management and the environment
• VCARD and our Flagler County Chapter will be represented on advisory panels for school concurrency, visioning, economic
  development, streamlined permitting and workforce/affordable housing

EDUCATIONAL PROGRAMS

• Inform members of issues affecting their businesses
• Familiarize the membership with other Central Florida development professionals and local government officials

FUNDRAISERS AND SOCIAL EVENTS

• Provide opportunities for VCARD members to network with other members and government representatives
• Promote responsible development while raising funds for charities and associations
• VCARD’s biennial golf tournament will be held on May 2, 2008

2007 ACCOMPLISHMENTS

SMART GROWTH & GREEN DEVELOPMENT

• VCARD worked closely with Volusia and Flagler officials on topics covering smart growth and green development during several
  meetings that included business representation

LAND DEVELOPMENT CODES AND  COMPREHENSIVE PLANS

• Had several meetings regarding impact fees, school planning and funding, land development codes and comprehensive plans and
  environmental protection

TRANSPORTATION COMMITTEE

• Worked with development community and local government on transportation planning and transportation proportionate fair share programs (concurrency management)

ECONOMIC DEVELOPMENT

• Met with developers, government officials and economic development professionals in discussions regarding the situation created by higher impact fees, proportionate fair share and environmental requirements

LOCAL GOVERNMENT LIAISON

• VCARD conducted its annual workshop with the Volusia County Council

EDUCATIONAL PROGRAMS

• Educational seminars and special events were conducted throughout the year
• Programs focused on Volusia’s economic trends, green development, innovative planning techniques, Palm Coast development/government issues and workforce housing.

FUNDRAISERS AND SOCIAL EVENTS

• Organized the group’s first membership picnic
• Held VCARD’s annual holiday membership lunch
• “Icebreaker” reception was held in September, raising funds for the Volusia Domestic Abuse Council and Seaside Music Theater

NEWSLETTER / WEBSITE

• Produced monthly email newsletter keeping members informed
  of available resource materials through state government
  agencies
• Highlighted transportation planning, the Florida Legislature, environmental regulations, state growth management, Central Florida regional planning, wetland protection rules and changes to Volusia and Flagler local governments’ development-related guidelines

• VCARD's Web site ( www.responsibledevelopment.com ) promotes the Association's objective, special projects and services - and helps market VCARD member firms.
